          Some experts pointed out that the enthusiasm of domestic enterprises for talent cultivation is not high enough. Taking the machine tool industry as an example, many enterprises have gradually tended to buy ready-made results because they have trained young college graduates to take up long-term projects. By recruiting senior talents from other companies, they can make up for the talents of the company. Short-board, rather than cultivating talents and R&D platforms that encourage them. In addition, with the full entry of foreign-funded enterprises, many outstanding key talents have left the original enterprises, resulting in a lack of innovative talents in the machine tool industry. This is the situation caused by the low enthusiasm of enterprises in cultivating talents.
          The disconnection between talent cultivation and actual demand, and the low social status and treatment of technical and skilled talents are another major reason for the shortage of senior talents in the domestic manufacturing industry. In recent years, the speed of university expansion has been accelerating, but the government's allocation to colleges and universities cannot keep up with the speed of expansion. In order to expand the scale, some universities choose to develop low-cost liberal arts, even if engineering majors still exist, but they invest in them. The funds are far from enough. Even some vocational colleges such as electrical engineering, water conservancy, chemical pharmaceuticals, etc. require less equipment and operational practices than theoretical studies, resulting in the cultivation of talents at a lower level in technology, and manufacturing talents. There is a gap in demand. In addition, the society now generally believes that manufacturing technical skills talents are doing hard work, poor working environment and low salary. In the past few years, a survey conducted by the Chinese Academy of Engineering on 5,000 engineering and scientific personnel in the country showed that more than 80% of the respondents believe that the current social status of the engineer profession is “general” or “low”, and the satisfaction with personal income is only 53.75%. In addition, the structural overcapacity and structural shortage of manufacturing talents, the large quantity and lack of quality are also the reasons for the lack of senior talents in the domestic manufacturing industry.
          Experts say that talent is the foundation for building a strong manufacturing country, lacking high-skilled operational talents, and even if there are creative and excellent designs and ideas, it is difficult to turn into products. To develop the manufacturing industry, it is necessary to vigorously develop vocational education and cultivate a large number of high-quality talents who have been trained in skills. It is a medium- and long-term strategic task to cultivate high-level skilled personnel for production and can not be rushed. Therefore, some experts suggest that the domestic manufacturing industry can try to build a three-level management operation system consisting of technical manager associations, technical manager companies, and technical managers, and promote the new format of technology transfer services. At the same time, applied universities should get rid of restrictions, try the development of school-enterprise cooperation, classroom and workplace convergence, curriculum development and industrial needs, and contribute to the cultivation of talents in the manufacturing industry.
